The DNA Advisory Board (DAB) was established by the Director of the FBI under the DNA Identification Act of 1994.  The Objectives of the DAB were essentially to develop quality assurance standards for forensic DNA testing. The first meeting of the Board was held on May 12, 1995, under the chairmanship of Dr. Joshua Lederberg, Nobel Laureate.

The work of the DAB culminated with the promulgation of the Quality Assurance Standards for DNA Testing, which became effective nationally on October 1, 1998.  Subsequent deliberations resulted in the publication of the Quality Assurance Standards for Convicted Offender Databasing Laboratories, which became effective on April 1, 1999.

The legislation establishing the DAB provided for its dissolution on March 9, 2000 unless extended by the Director of the FBI.  No extension was implemented and responsibility for maintenance of the Quality Assurance Standards was transferred to the Director of the FBI with provision for recommendations by the SWGDAM.
