It’s More Than Just a Project – It’s the Public’s Safety
At NFSTC we are passionate about meeting the needs of our stakeholders with each and every project. To us, it’s not just a technical evaluation or a training program – it’s an opportunity to improve the safety of our friends, family members and community.
To help advance the practice of criminal justice, all NFSTC programs are designed and managed to achieve the following objectives:
- Meet program goals on budget and on time for each active deliverable
- Comply with all legal and regulatory requirements
- Provide products and services that address the needs of stakeholders and directly impact the justice community
- Demonstrate continuous improvement and measure outcomes through appropriate metrics
- Manage infrastructure and resource systems to ensure successful achievement of objectives
To ensure successful outcomes, NFSTC uses a proven, structured project management approach that leverages the extensive expertise of our organization.
Project Oversight Team
The Project Oversight Team (POT) provides project team leaders with the guidance and resources to effectively manage the day-to-day activities of each project. Members of the POT include the project administration director, human resources operations manager, compliance operations manager and the finance operations manager. The Project Oversight Team ensures the NFSTC provides the capabilities to facilitate all projects while ensuring quality controls are in place across our entire project portfolio.
Organizational Funding System
The Project Oversight Team relies on the Organizational Funding System (OFS) to help the project manager establish and monitor the project’s operating budget. This system is managed by the finance operations manager and includes fund accounting software specifically designed for use by non-profit organizations. The resources within the OFS helps the project manager keep the project focused within budgetary requirements.
Project Management System
NFSTC has a dedicated project administration coordinator who tracks all project performance utilizing a sophisticated project administration software application. This system provides the capability to assign and monitor project activities, track and implement change orders, determine resource allocations, meet reporting requirements, and track other project elements to ensure efficient use of all resources.
Corporate Operational Infrastructure
Processes within the Corporate Operational Infrastructure, such as the compliance and contracts function, assist the project manager to work within the programmatic and financial parameters established by the NFSTC and those required by the funding agency. The project manager works with the human resources and compliance and contract functions to identify external resources and oversee the execution of any contracts needed to engage the services of subject matter experts (SME). All tasks assigned to SMEs are negotiated and agreed upon in a Statement of Work (SOW) that accompanies a consulting agreement.
The ADDIE Model
At the heart of NFSTC’s structured project management method is the “ADDIE” model. NFSTC projects advance through an established system that uses a proven methodology for project Analysis, Design, Development, Implementation and Evaluation (ADDIE).
